Executive Director, Florida Independent Living Council, Inc.—Tallahassee, Florida

The Florida Statewide Independent Living Council (FILC) seeks an energetic Executive Director to provide leadership and guidance to its non-profit organization.  This is an excellent opportunity for a self-starter who is passionate about maximizing opportunities for individuals with disabilities.  The Executive Director is responsible for working closely with the Governor appointed Council to plan, implement, monitor and evaluate the State Plan for Independent Living (SPIL).

Minimum Qualifications:

Bachelor’s degree plus 5 years of administrative experience with at least 3 years of supervisory experience; an advanced degree can substitute for 2 years experience.

1 year of experience as SILC Executive Director OR 2 years’ experience applying knowledge of (1) State Plan for Independent Living; (2) Title VII of the Federal Rehabilitation Act and Chapter 413, Florida Statutes; (3) financial operations of Council; (4) governmental operations at State and federal level; and (5) the independent living philosophy and its five core services.

Work experience in a nonprofit or with a disability-related organization

Strong financial management skills

Strong interpersonal and communication skills

Working knowledge of MS Office (Access, Excel, Outlook, PowerPoint, Publisher, Word)

POSITION DESCRIPTION

Executive Director Job Responsibilities

1.     Coordinates and facilitates Full Council meetings, Committee meetings, and such other meetings as the Council directs to be held.

2.     Research and preparation of Council position papers and decision memoranda regarding policy or operational issues.

3.     Coordination and facilitation of the Council’s web site and web page.

4.     Collaborate and coordinate activities with the Division of Vocational Rehabilitation, the Division of Blind Services and other agencies deemed appropriate by the Council.

5.     Oversight and coordination of budgeting and all FILC fiscal activities; prepares the annual zero based budget plan for the Council.

6.     Monitors local, State and federal publications, and other potential sources of funding to identify potential financial resources to carry out Council’s operations and responsibilities; direct preparation of grant/other funding applications.

7.     Directs all advocacy and governmental activities for the Council, coordinating with local, State and National policy makers on issues involving the Florida Independent Living Council and the Independent Living Program in Florida.

8.     Negotiates and executes contracts on behalf of the Council and as authorized by the Council including, but not limited to, Council meeting sites, corporate purchases and leases, and other such operational agreements.

9.     Preparation of the 704 Annual Performance Report, and all other reports required by any governmental/granting authority.

10.  Coordinates with the Department of Vocational Rehabilitation, the Division of Blind Services, and the Florida Centers for Independent Living in the preparation of the State Plan for Independent Living; preparation of materials applicable to the Statewide Independent Living Council, and assist in compiling and editing final plan for submission to Federal agency.

11.  Supervises Council employees and responsible for the day-to-day operation of FILC offices in Tallahassee; perform any other duties and responsibilities assigned by Council.
